TSB Staff Attend LAPD National Hispanic Heritage Month Celebration at Union Station
TSB staff attended the Los Angeles Police Department – Transit Services Division community event at Union Station celebrating National Hispanic Heritage Month. TSB presented a booth with Los Angeles County Sheriff’s Department and TSB information and goodies and continued to build a collaborative relationship with our LAPD counterparts.

Public Safety Efforts
TSB Captain Shawn Kehoe and Metro Chief of Safety Gina Osborn attended the Downtown Santa Monica Inc. monthly board meeting to address safety and security efforts on the Metro Expo Line. Highlighted was Metro and TSB’s multi-layered approach with specialized teams and fixed posts, Transit Mental Evaluation Team (TMET) outreach, and collaborative efforts with the City of Santa Monica and Santa Monica Police Department. Board members noted an improvement in safety since the implementation of the existing deployment model.

Train Versus Vehicle Collision, Minor Injuries
TSB Deputies responded to a train versus vehicle traffic collision at the California Boulevard grade crossing in the City of Pasadena. The vehicle entered the intersection and collided with the train. The driver of the vehicle was extracted and transported to a local hospital in stable condition pending further medical evaluation. The train operator was also transported to a local hospital in stable condition pending further medical evaluation. A bus bridge was established between Fillmore and Del Mar Passenger Stations until the investigation was complete.

Assault on a Bus Operator (Suspect Outstanding)
TSB Deputies responded to the intersection of 4th Street and Colorado Avenue in the City of Santa Monica regarding an assault call for service. Upon the arrival of deputy personnel, the bus operator (Victim) was being medically treated by a local fire department. The victim stated while he was stopped at the location, bus patrons were exiting and entering the bus. A male adult (Suspect) reentered the bus and spat in the face of the victim without warning or provocation. The suspect exited the bus and left the location southbound on 5th Street and out of view. The victim was transported to a local hospital for further medical treatment.

TSB Conducts Two Presentations to Transportation Safety Administration Advisory Peer Group and APTA Transit Law Enforcement Group
TSB Lieutenant Darland met with over 200 members of the Transportation Safety Administration (TSA) Peer Advisory Group (PAG), American Public Transportation Association (APTA), Federal Bureau of Investigation (FBI), and members of the International Association of Chiefs of Police (IACP) Public Transit Policing and Transit Industry Security via teleconference. Lt. Darland presented information regarding the specialized units at Transit Services Bureau (TSB). TSB will continue to participate in future PAG meetings to build collaborative relationships with other transit law enforcement agencies.

TSB Special Assignment Unit Participates in Emergency Response Demonstrations at SoFi Stadium
Members of TSB’s Special Assignment Unit (SAU) demonstrated emergency responses to scenarios involving active shooter and hostage situations during a training exercise at SoFi Stadium. The Transportation Security Administration (TSA) – ISTEP (Intermodal Security Training & Exercise Program) hosted the demonstration. Special Enforcement Bureau (SEB) personnel also monitored our response during the exercise.

Parole VeriTracks Training at STARS Center
TSB Detective Bureau and TSB Deputies attended VeriTracks training through the California Department of Corrections & Rehabilitation (CDCR). VeriTracks is an investigative tool that allows law enforcement personnel access to review historical location data for parolees wearing an ankle monitor which could tie paroled individuals to crimes on the Metro system.

TSB ROC Station Dispatch Desk “NG911” Inspection Completed
An inspection of the TSB Dispatch Desk 911 phone system was conducted by the Communications and Fleet Management Bureau (CFMB) and CA State representatives. The desk passed all mandatory requirements.

TSB Deputies Provide Security for Metro Staff, Santa Monica Fire Department During Train Fire Exercise
TSB Deputies assisted Metro and the Santa Monica Fire Department with an annual train fire exercise at the 4th Street Metro Passenger Station. The exercise was intended to test the response of Metro staff and local fire departments to a fire involving a train.

Crime Suppression Operation Continues on Blue/A-Line
The Special Assignment Unit (SAU) along with the Commuter Enhancement Unit (CET) continue to conduct extra patrol on the A-Line. Uniformed TSB Deputies ride trains and patrol Metro passenger stations. Appropriate law enforcement action is taken for suspects who commit any crime on Metro trains or property.

Assault with a Deadly Weapon (Knife/Suspect Outstanding)
TSB Deputies responded to the intersection of Century Boulevard and Crenshaw Boulevard in the City of Inglewood regarding an assault with a deadly weapon call for service. They contacted a male (Victim) who stated he was riding the bus when he observed a male adult (Suspect) disciplining his children. The victim began to engage the suspect when the suspect stood up and punched the victim in the face while holding a knife in his hand. The suspect exited the rear of the bus and began to walk with his children southbound on Crenshaw Boulevard and out of view. The victim was treated at the scene and was not transported to the hospital.

Spousal Battery (Suspect Arrested)
TSB Deputies responded to Willowbrook Metro Passenger Station and contacted a female (Victim), who said she was involved in an argument with her boyfriend while riding the train. The argument escalated and her boyfriend (Suspect) punched her. The suspect also struck her once with his cell phone. When the train stopped at Willowbrook Metro Passenger Station, the suspect fled westbound
toward the bus layover area where he was located, detained, and arrested without incident. The
victim refused medical treatment.

Assault (Suspects Outstanding)
TSB Deputies responded to the 4th Street Metro Passenger Station in the City of Santa Monica regarding an assault call for service. The deputies contacted a female adult (Victim) who said she was assaulted by a male adult and female adult (Suspects) at the 4th Street Metro Passenger Station. The victim was videotaping the area on her phone when the suspects saw her and asked her not to tape them. The victim continued to video the area and was attacked by the suspects. The victim was transported to a local hospital in stable condition pending further medical evaluation. The suspects fled the location in an unknown direction.

Battery (Suspect Arrested)
TSB Deputies responded to the Norwalk Metro bus layover regarding an assault with a deadly weapon call for service. The deputies contacted a female (Victim) who said she was waiting at the bus bay when a male (Suspect) approached her and without provocation, began choking her from behind, causing her to nearly lose consciousness. The suspect was located, detained, and arrested without incident. The victim was transported to a local hospital in stable condition pending further medical evaluation.

Assault Likely to Produce Great Bodily Injury (Suspect Arrested)
TSB Deputies responded to the Del Amo Metro Passenger Station regarding a possible kidnapping call for service. Deputies contacted a male (Victim) who stated he had been assaulted. The victim said his son was taken by the child’s biological mother during a custody exchange at the location. During the exchange, the mother’s new boyfriend (Suspect) attacked the victim (the child’s father). The victim lost consciousness and awoke to the mother, child, and suspect gone. The victim was transported to a local hospital for medical treatment. Deputies located, detained, and arrested the suspect without incident.

Narcan Administered, CPR Performed
TSB Deputies received a call of a person not breathing and CPR in progress at the Irwindale Metro Passenger Station. Deputies arrived within seconds and assumed CPR pending the arrival of the local fire department. Narcan was administered to the patient who was transported to a local hospital for further treatment.

Assault (Suspect Outstanding)
TSB Deputies received an assault call for service on a bus and responded to the intersection of Hawthorne Boulevard and Lennox Boulevard in Lennox. Deputies contacted the victim, who stated while inside the bus, he became involved in a physical altercation with an unknown adult black male (Suspect). During the altercation, the suspect struck the victim numerous times over the head and face. The victim refused to be transported for medical examination. The suspect fled on foot from the location and out of view.

Case Closed – Harassment, Road Rage Suspect Identified
Arrested At the beginning of September, it was brought to TSB’s attention that a Metro bus operator had been victimized while conducting his duties in the City of Alhambra by a male adult (Suspect) driving a Volvo. The suspect harassed the bus operator by driving recklessly in pursuit of the bus in the area of Main Street and Atlantic Boulevard, which caused the operator to fear for his and his patrons’ safety. The harassment occurred on three different dates, with the most recent incident occurring last week. With the information provided by the bus operator, TSB personnel were able to identify the suspect and an arrest warrant was obtained. On the morning of the 21st, a TSB Detective, Special Assignment Unit – North (SAU-N) Deputies, and TSB line deputies performed a search warrant and successfully arrested the suspect, who was charged with stalking, reckless driving, and delaying Metro operations.

TSB Assists Metro with Patron Count
TSB units assisted Metro with patron counts on the A-Line, K-Line, and E-Line during the early morning shift. The counts were conducted at Westchester-Veterans Station, Downtown Santa Monica, APU/Citrus Station, Atlantic Station, Norwalk Station, and Marine Station.

Assault with a Deadly Weapon – Knife/Domestic Violence (Suspect Arrested)
TSB Deputies responded to Hawthorne Metro Passenger Station regarding a “person with a knife” call for service. The call stated a male (Victim) and female (Suspect) were arguing and the female was holding a hatchet. Deputies contacted the victim who stated he and the suspect were in a dating relationship and were arguing. The argument turned violent when the suspect produced a hatchet from her backpack and assaulted the victim by striking him in the back of the neck. Fire arrived and treated the victim for non-life-threatening injuries. The deputies located the suspect and arrested her without incident.

Case Closed – Robbery Suspect Identified
Arrested On September 11th, a robbery occurred at Firestone Metro Passenger Station. At the time of the incident, the suspect was unidentified and fled the location before deputy personnel arrived on scene. Through diligent work and use of department resources, TSB Detectives were able to successfully identify the suspect and obtained a Ramey Warrant for his arrest on September 15th. On September 20th, a TSB detective, members of the Special Assignment Team – North (SAU-N), and TSB deputies collaborated with LA County Probation Officers to safely apprehend the suspect in front of the Compton Court House. He was arrested without incident.

Coffee with the Captain Event Held
Captain Kehoe and TSB personnel held a “Coffee with the Captain” event at the 4th Street Metro Passenger Station. The purpose of the event was to conduct a meet and greet with the TSB Unit Commander and provide Metro patrons and the community of Santa Monica with the opportunity to engage and interact with law enforcement personnel assigned to TSB including K9, the Special Assignment Unit (SAU), the Commuter Enhancement Team (CET), Transit Mental Evaluation Team (TMET), Team Leaders, and line personnel. Metro Executive Robert Gummer and Carlos Rico, owners of local businesses, residents of Santa Monica, Metro patrons, Metro staff, the Santa Monica Fire Department, the Santa Monica Police Department, and our Long Beach Police Department transit services counterparts were present. Over 200 cups of coffee were served during the three-hour event and questions and comments were addressed regarding major concerns of Metro-related crime and homelessness.

Captain Kehoe received positive comments on TSB’s deployments to the 4th Street Metro Passenger Station as a fixed post with many community members stating they have seen a positive change since TSB’s implementation and appreciated the opportunity to visit with us at the event. As a result of the successful turnout of the event, TSB will host additional “Coffee with the Captain” and “Coffee with a Deputy” events at strategic Metro locations to continue to engage the communities we serve.

A-Line Crime Suppression Operation
The Special Assignment Unit (SAU) along with the Commuter Enhancement Unit (CET) continued the A-Line crime Suppression Operation. The specialized units conduct extra patrol on the A-Line. Uniformed deputies ride trains and patrol passenger stations. Appropriate law enforcement action is taken for suspects who commit any crime on metro trains or property.

Sexual Assault (Suspect Outstanding)
TSB Deputies responded to a local hospital regarding a sexual assault call for service. They contacted a female adult (Victim) who stated she was sexually assaulted on 09/17/23 at approximately 1700 hours. The victim, who is unhoused, stated she was on the mezzanine level of Willowbrook Station and was speaking to an unknown male (Suspect). As she declined further conversation, the suspect approached her from behind and began to sexually assault her. The suspect left the location and out of view. The victim stayed at the location and went to the hospital in the morning.

Vandalism (Suspect Arrested)
TSB Deputies were conducting a foot patrol check of the APU/Citrus Parking structure in Azusa when they observed Metro Security personnel speaking to a male adult (Suspect) on the platform. Metro security told the suspect he was not allowed to enter the train because he had not paid the fare. The suspect began arguing with Metro security and then walked into the parking structure. Once out of view, the deputies heard a loud sound and glass breaking coming from the inside of the parking structure. Upon investigation, they saw the suspect smashing and breaking the passenger-side window of a parked vehicle. The suspect was arrested for felony vandalism.

Between 7 AM and 10 AM, Los Angeles County Sheriff Robert Luna will attend a “Coffee with the Sheriff” event at the 4th Street Metro Passenger Station in Santa Monica. Additional Sheriff’s Department personnel and TSB specialized units will be present to continue to build a positive community relationship with the City of Santa Monica and Metro ridership on the Expo Line.

IRWINDALE CHAMBER OF COMMERCE VISITS TSB IRWINDALE SUBSTATION
Members of the Irwindale Chamber of Commerce and city residents visited the TSB Irwindale substation as part of Law Enforcement Appreciation Day. They provided 40 hot lunches from Stonefire Grill and gift bags and presented certificates of recognition from 48th District Assemblywoman Blanca Rubio, 1st District Supervisor Hilda Solis, and Irwindale Mayor H. Manuel Ortiz, as well as thank you cards handwritten by students from Nogales High School.

SEXUAL ASSAULT (SUSPECT OUTSTANDING)
TSB Deputies responded to a local hospital regarding a sexual assault. The deputies contacted the victim who stated he was dropped off at Long Beach Metro Passenger Station at approximately 0300 hours. While he was in the elevator, he was approached by a male adult (Suspect), and they engaged in conversation. The suspect stopped the elevator and the victim started to use his phone to call for help since he felt something was wrong. The suspect grabbed the phone out of his hands to prevent him from calling. The suspect forced the victim to engage in sexual acts against his will. The suspect exited the elevator and boarded a train in an unknown direction. After a few minutes, the victim boarded a train, exited at Willowbrook Station, and walked home.

A-LINE CRIME SUPPRESSION OPERATION
The Special Assignment Unit (SAU) with the Commuter Enhancement Unit (CET) will continue to conduct extra patrol on the A-Line. Uniformed deputies will ride trains and patrol passenger stations. Appropriate law enforcement action will be taken for suspects who commit any crime on Metro trains or property.

ASSAULT AND ROBBERY (1 SUSPECT ARRESTED, 1 OUTSTANDING)
TSB deputies were flagged down at El Monte Metro Bus Terminal and spoke with a male (victim) who informed them he was the victim of an assault and robbery by two male blacks. Simultaneously, TSB Deputies responded to a local hospital regarding a possible assault report call for service. A patient at the hospital said he was assaulted and pepper sprayed at the El Monte Terminal by another male. Upon furtherance of their investigation, deputies determined the two calls were related.

The robbery victim said he pepper sprayed one of the suspects during the robbery, but the second suspect rode away in an unknown direction on a bicycle with the victim’s bag. The patient (suspect) at the hospital was positively identified by the victim and arrested for robbery and assault. The second suspect was not located and remains outstanding.

SPOUSAL BATTERY (SUSPECT ARRESTED)
TSB Deputies received a call for service at Firestone Metro Passenger Station regarding a possible spousal battery that occurred on a Metro train. Upon arrival, deputies contacted a female (Victim), a witness, and a male (Suspect). After their investigation, deputies arrested the suspect for spousal battery. The victim refused medical treatment.

ARMED ROBBERY (SUSPECT OUTSTANDING)
TSB Deputies were dispatched to the Long Beach Metro Passenger Station regarding an armed robbery call for service. Units arrived and contacted a female adult victim who said she was robbed by two male Hispanic adults armed with pistols. The victim and suspects exited the train onto the platform where the suspects demanded the victim’s cash. The victim said the suspects took $5 from her and fled the scene on foot in an unknown direction. The victim was transported to a local hospital after complaining of chest pains.

TSB Specialized Unit Presents Safe Schools Commuter Program at Duarte School
TSB Special Assignment Unit (SAU) hosted an informational meeting at the California School of the Arts – SGV (CSARTS-SGV) as part of the annual Safe Schools Commuter Program. CSARTS-SGV has nearly 400 students that use the Metro Blue/A-Line to commute to and from the school. The presentation focused on the safe passage of students to and from the school using the L-Line and provided safety tips for students, parents, and school staff in collaboration with Metro staff. In addition to presenting information, questions and concerns about the safety of Metro trains were also addressed.

Delaying Operations and Assault on a Peace Officer (Suspects Arrested)
As TSB Deputies were conducting a train check at the 4th Street Metro Passenger Station in the City of Santa Monica, they encountered an individual standing in the middle of the aisle, blocking passenger movement and displaying aggressive behavior. As the deputies contacted the individual to check on his welfare, the deputies were assaulted by this individual along with his female companion. The deputies were able to use minimal force and took both individuals into custody.

Crime Suppression Operation on the A-Line
The Special Assignment Unit (SAU) along with the Commuter Enhancement Unit (CET) conducted extra patrol on the Blue/A-Line. Uniformed deputies remained highly visible, rode the trains along the A-Line, and patrolled Metro passenger stations. Appropriate law enforcement action was taken for suspects who committed any crime on Metro trains or property.

Narcan Deployment
TSB Deputies stationed at the El Monte Terminal lower level were flagged down by an unknown individual. The person reported an unresponsive individual on the terminal’s upper level. Upon reaching the location, the deputies discovered an unconscious adult male with a pulse.

They promptly administered two doses of NARCAN, which successfully revived him and restored his consciousness. Los Angeles County Fire Department personnel arrived to provide further medical treatment and assess the patient’s condition. After the medical assessment, the patient refused transportation to the hospital and left the premises independently.

Sheriff Luna Provided Details on the Arrest of Suspect Responsible for the Murder of Deputy Ryan Clinkunbroomer

Following a pivotal 4:00 p.m. press conference held yesterday on 09/17/2023, the Palmdale community demonstrated exceptional unity and commitment to justice. Their cooperation and valuable information have led to a significant development in the murder investigation of Deputy Ryan Clinkunbroomer.
 
Early this morning 09/18/2023, our highly specialized Los Angeles County Sheriff Department Special Enforcement Bureau executed a warrant at the residence of the prime suspect, located in the 37600 block of Barrinson Street, Palmdale.
 
When the family exited the residence, the suspect opted to barricade himself and initially refused to exit. He remained barricaded as Special Enforcement Bureau deputies were engaged for an extended duration, working diligently to de-escalate the situation. They employed various techniques, including the utilization of hostage negotiators, in their efforts to resolve the standoff.
 
“Because those special enforcement deputies took the time to try to de-escalate this and take this individual peacefully into custody when they knew that our deputy was not afforded the same opportunity he never gave our deputy a chance, but yet are men and women gave this individual a chance to take him in the custody peacefully.”-Sheriff Luna
 
During this operation, investigators successfully recovered a substantial amount of firearms and identified the vehicle of interest depicted in yesterday’s flyer.
 
The suspect, 29-year-old Kevin Cataneo Salazar of Palmdale, was promptly apprehended and transported to the Palmdale Sheriff’s Station, where he will remain in custody pending further investigation.
 
Los Angeles County Sheriff Robert Luna confirmed that this case will be meticulously presented to the Los Angeles County District Attorney’s Office for filing considerations, underscoring our unwavering commitment to pursuing justice to the fullest extent of the law.
 
Sheriff Luna expressed profound gratitude to the Palmdale community members whose courage and cooperation provided the critical leads necessary for the suspect’s arrest. Their dedication to the safety and well-being of their community has proven invaluable.
 
Further, Sheriff Luna extended his sincere appreciation to the relentless efforts of the homicide investigators who tirelessly coordinated with numerous members of the Detective Division throughout this investigation. He also acknowledged the dedication and swift response of all department personnel who rose to the occasion during this tragic event.
 
Clinkunbroomer Family shared their heartfelt sentiments about Ryan’s unwavering dedication and commitment to the Sheriff’s Department.

Previous Update (09/17/2023) on the Tragic Incident Involving the Murder of Deputy Ryan Clinkunbroomer

The Los Angeles County Sheriff’s Department remains dedicated to identifying the perpetrator(s) responsible for the tragic murder of Deputy Ryan Clinkunbroomer. Deputy Clinkunbroomer, an eight-year veteran of the Sheriff’s Department, tragically lost his life while on duty at Palmdale Sheriff Station.
 
On the evening of the incident, at approximately 6:00 p.m., Deputy Clinkunbroomer was ambushed while conducting routine patrol duties. He was in full uniform, driving a marked patrol vehicle, and had just left the Palmdale Station, heading northbound on Sierra Highway. Deputy Clinkunbroomer was alone in his vehicle when he stopped at the intersection of Sierra Highway and Avenue Q in Palmdale. Shortly thereafter, a Good Samaritan discovered him unconscious in his vehicle and promptly alerted Palmdale Station personnel. Deputy Clinkunbroomer was rushed to Antelope Valley Medical Center, where dedicated medical staff made every effort to treat a gunshot wound he had sustained. Tragically, he succumbed to his injuries.
 
The Los Angeles County Sheriff’s Department extends its heartfelt gratitude to the compassionate and dedicated medical staff at Antelope Valley Medical Center for their tireless efforts to save Deputy Clinkunbroomer’s life.
 
Our investigators are actively conducting interviews, scrutinizing evidence, and reviewing surveillance footage. A widely circulated video from the incident also captured a secondary vehicle traveling alongside Deputy Clinkunbroomer’s patrol vehicle, which is of significant interest to our ongoing investigation. We ask for the public assistance locating the vehicle and its occupants.

As an incentive, she will introduce a motion during Tuesday’s upcoming Board of Supervisors meeting. This motion seeks to establish a $100,000 reward for information leading to the arrest and conviction of the individual(s) responsible for Deputy Clinkunbloomer’s murder.

Sheriff Robert G. Luna Presided Over Graduation Ceremony of Academy Class #467

On Thursday, September 14, 2023, a total of 76 polished recruits lined up at Stars Center (Memorial Wall Courtyard), in what would be their final platoon formation as academy classmates. After 22 weeks of rigorous academy training, the recruits pressed through an equally intense and meticulous formal class inspection by law enforcement executives just before the ceremony.

The ceremony was a formal transformation of academy recruits into sworn peace officers. Sheriff Robert G. Luna presided over the graduation ceremony and delivered encouraging remarks to the 17 females and 59 male graduates and their guests.

In a special segment of the ceremony, Deputy Jimmy Rivera, LASD, was named as the class Honor Recruit. This award is earned by the recruit who achieved the highest numerical average based upon leadership qualities, academics, marksmanship, and physical performance throughout the training period. Deputies Fabian Gomez and Jimmy Rivera, LASD, were honored as Academic Recruits. This award is earned by the recruit who achieved the highest academic scores.

The class additionally had an honorary speaker, Mia Wright. Mia is the 11-year-old daughter of CHP Sergeant Brandon Wright of CHP Central Los Angeles Division. Mia addressed Class #467 and reminded the newly sworn the community cares about them and supports Peace Officers. Mia has initiated her own cause, “Operation Thank Blue,” where she reminds Peace Officers in the community that their service is cherished by those they serve. 

Each class of recruits processed through the Los Angeles County Sheriff’s Department Stars Center Training Academy, brings together a collection of unique aspects, qualities, and experiences.

Academy Class #467 is a largely international collection of backgrounds, reflective of the vast array of cultures found within Los Angeles County. Of the (76) graduating recruits, (52) recruits speak a language other than English, including Cantonese, Igbo, Mandarin, Portuguese, Spanish & Vietnamese. With (3) recruits born in the foreign countries of Colombia, Liberia, China.

These graduates bring with them a (38), service experience in the armed forces (7), backgrounds in law enforcement (15), and many come from families with a tradition of serving in law enforcement (23).

Special Teams Saturation Patrol to Begin
The TSB Special Assignment Unit (SAU) along with the Commuter Enhancement Team (CET) will begin conducting extra patrol on the Blue/A-Line. Uniformed deputies will ride trains and patrol Metro passenger stations. Appropriate law enforcement action will take place for suspects who commit any crime on Metro trains or property.

Strong-Arm Robbery (Suspect Arrested)
TSB Deputies contacted a female adult (Victim) at Canon Road and Santa Monica Boulevard in the City of Santa Monica. The victim said she was riding on a Metro bus when a female adult (Suspect) approached her, forcibly took the victim’s cell phone, and broke the victim’s nail during the struggle. The suspect exited the train and fled on foot. TSB Deputies located and arrested the suspect. The victim’s cell phone was recovered and returned to the victim.

Assault with a Deadly Weapon (Knife / Suspect Arrested)
TSB Deputies responded to the Rosa Parks bus layover regarding a rescue/possible assault with a deadly weapon call for service. The deputies contacted a female adult (Victim 1), who stated a male adult (Suspect) began to yell at her to get out of the way. The suspect produced a machete and swung it at her. Victim 1 attempted to defend herself with her right hand, but the machete made contact with her right ring finger. She refused medical treatment. The suspect fled the location and attacked another male adult (Victim 2) at 119th Street/Wilmington Avenue. The suspect swung the machete at Victim 2, hitting him on the right forearm, right ring finger, and left arm between the shoulder and elbow. The victim was transported to a local hospital in stable condition, pending further examination. TSB deputies located the suspect and arrested him without incident.

Robbery (Suspects Outstanding)
TSB Deputies were flagged down at Willowbrook Metro Passenger Station by a male adult (Victim) who stated he had been assaulted and robbed. The Victim stated while he was waiting for the train on the platform, he was approached by two male adults (Suspect 1 and Suspect 2). Suspect 1 grabbed his gold chain necklace from around his neck. The Victim began to fight back and struggled with both suspects. The suspects pushed the victim onto the tracks and fled the location with the gold chain. Suspect 1 used the elevator and Suspect 2 used the stairs to leave the location and went out of view. The Victim suffered injuries to his face but refused medical treatment.

De-Escalation Training Held for Foothill Transit Bus Operators
Transit Mental Evaluation Team (TMET) Deputies provided several Foothill Transit operators with de-escalation training that covered a variety of mental health topics. The purpose of the training was to provide Foothill Transit operators with the opportunity to learn about the challenges of encountering individuals experiencing mental health crises on Foothill Transit buses, how to deescalate any issues, and who to contact in a classroom setting. Due to the success of the course, TMET Deputies will continue the training and offer it to an additional 600 contracted Foothill Transit personnel with the intent to offer it to Metro train and bus operators in the near future. Currently, Foothill Transit contracts with TSB to provide safety and security to bus operators and patrons, as well as provide high-visibility security at the Pomona Transit Center.

Homicide Investigation (Suspect Outstanding)
TSB Deputies responded to a trash fire call for service at the Long Beach Metro Passenger Station. Upon arrival, deputies extinguished the fire and discovered human remains. LASD Homicide was contacted, responded to the location, and assumed control of the investigation.


Criminal Threats & Delaying Operations (Suspect Arrested)
TSB Deputies responded to the intersection of Greenstone Avenue and Rosecrans Avenue in the City of Norwalk to a disturbance call for service on a bus. Upon arrival, the bus operator (victim) stated a male suspect threatened to kill him. The suspect fled the location but was located by TSB deputies and arrested.

WEEK-LONG MIDNIGHT OPERATION CONDUCTED ON NORTH A-LINE
TSB specialized units – the Special Assignment Unit (SAU) and Transit Mental Evaluation Team (TMET) – collaborated with the North Blue/A-Line Team Leader, TSB field units, and Metro Security to provide an additional layer of security and outreach for a week-long, early-morning operation conducted at Arcadia and Citrus/APU Metro platforms. The purpose of the operation
was to prevent end-point-to-end-point Metro riders without valid fare from using Metro property as shelter at the conclusion of train sweeps and offering outreach resources to riders who are experiencing homelessness. The intent of the operation was to reduce crime occurring in the early morning hours as well as preserve Metro property. Arcadia Metro Station was identified as a location for TSB deputies and Metro security to board trains, contact riders, validate fare, and conduct outreach for those in need of social services prior to Metro service ending at Citrus/APU. The operation was effective at reducing the number of individuals experiencing homelessness off-loading during end-of-service train sweep operations. 126 individuals were off-loaded at Citrus/APU platform on the first night. The following night 73 individuals were off-loaded, followed by 51 on the third night, 49 on the fourth night, and 32 on the final night, which was an overall dramatic reduction in off-loading numbers from the start of the operation.

ASSAULT WITH A DEADLY WEAPON (SUSPECT ARRESTED)
TSB Deputies responded to Willowbrook Metro Bus Station regarding an assault call for service. The suspect stabbed a Metro patron in bus bay 19. A search was conducted by deputies for the suspect in the area. A TSB Unit located the suspect a short distance from the location where the assault occurred. The suspect was detained and arrested. The victim was transported to a local hospital in stable condition pending further examination.


TSB RECOGNIZED AT 999 FOR KIDS ICE CREAM SOCIAL
TSB Captain Kehoe and Lieutenant Garcia accepted a plaque on behalf of TSB for our successful efforts to raise funds for 999 for Kids. 999 for Kids is a special program. The funds we raised go toward children in Los Angeles County who have experienced severe child abuse, neglect, and family violence. The program, which is overseen by the Sheriffs’ Relief Foundation, is organized through LASD’s Special Victims Bureau and supported by donations, helps families obtain specialized medical equipment and attend events like summer camps which these children might not be able to participate in otherwise.

VEHICLE BURGLARY (SUSPECT ARRESTED)
TSB Deputies assigned to a fixed post at Azusa Passenger Station observed and detained a male adult (suspect) who was rummaging through a parked vehicle in the parking lot. While being detained, the suspect admitted to breaking into the vehicle and taking miscellaneous items from inside the vehicle.

ASSAULT (SUSPECT ARRESTED)
TSB Deputies responded to Rosa Parks Metro Bus layover regarding an assault call for service. They contacted a bus patron (Victim 1) and Metro bus operator (Victim 2) who stated they were assaulted by a female adult (Suspect) with a metal license plate. The suspect was on board the bus with Victim 1 when without any provocation, approached the victim and began to hit him on his right forearm/hand area. The suspect exited the bus and boarded another bus. The bus operator on the
awaiting bus was hit with the license plate on the right arm/wrist area. The suspect exited the bus and started to walk away. The responding deputies located and arrested the suspect.

ASSAULT WITH A DEADLY WEAPON (SUSPECT OUTSTANDING)
TSB Deputies responded to Crenshaw Metro Passenger Station regarding an assault with a deadly weapon call for service. Upon the deputies’ arrival, they contacted the victim who told them he was in a verbal altercation with an unidentified male. The suspect became angry. He shot the victim in the face with a pellet gun and punched him. The victim exited the train and requested help. The suspect continued eastbound on the train. The victim refused medical treatment.

CRIMINAL THREATS/INDECENT EXPOSURE (SUSPECT OUTSTANDING)
TSB Deputies responded to Arcadia Passenger Station regarding a robbery report call for service. They contacted the victim who stated an unknown male (Suspect) approached the victim while she was waiting for the train. The suspect stood beside the victim, exposed himself, and began to fondle himself. The victim began to walk away but the suspect stood in her path and extended his arms, which prevented her from leaving. The suspect threatened to kill the victim if she called anyone. The victim called 911 and the suspect boarded an unknown westbound train.

SAFE SCHOOLS COMMUTER PROGRAM (SSCP) IMPLEMENTED
TSB Deputies assigned to patrol Duarte and Allen Metro Stations began to provide high visibility on Metro platforms identified as high-volume regarding student ridership to ensure that students experience a safe and secure commute to and from school during the morning and afternoon hours that students typically commute. Last year, TSB initiated the SSCP on the Gold Line in response to complaints from parents and students about safety and security. Between high visibility, fixed posts during student commuter hours, and the help of Special Assignment Unit (SAU) Deputies who contacted schools and provided in-depth and hands-on education, the program was successful and welcomed by the students, parents, schools, and communities. Due to the success of the program on the north side, TSB is working quickly to implement it on the south side.

ROBBERY (SUSPECT OUTSTANDING)
TSB Deputies responded to Downtown Santa Monica Passenger Station regarding a theft call for service. Deputies contacted a female adult (victim) who said she was sitting in a train car that was pulling into the Downtown Santa Monica Passenger Station. She was using her cell phone when an unknown male (suspect) approached her from behind and pried the cell phone out of her hand. The suspect ran out of the train in an unknown direction.

Man sought by LASD Homicide Bureau for Unincorporated Whittier Homicide

A man is sought for a murder he committed in an Unincorporated Whittier community on Monday.  This information was shared by Sheriff Luna this afternoon during a news conference as he provided additional information on a stabbing death investigation that occurred on August 28, 2023, in the 15300 block of Goodhue Street.  Sheriff Luna added, “The suspect entered through an unlocked door, and the victim was violently assaulted.” LASD Homicide investigators shared surveillance video footage during the news conference of a suspect running toward the victim’s residence.

The suspect is described as a male adult with a dark complexion and facial hair. He is of a thin build, approximately 150 lbs., wearing dark-colored pants and a tan shirt. He is approximately 30 years old. The suspect was in possession of the victim’s vehicle for approximately one day between Monday, August 28, 2023, and Tuesday, August 29, 2023. The vehicle is described as a 2021 Silver Toyota Rav-4, CA, License plate #8VPH289. Investigators recovered the vehicle in the city of Chino, CA. Sheriff Luna stated, “We believe the suspect had been driving around in this vehicle for at least a day or night. If anyone saw this vehicle anywhere between Whittier to Chino or Ontario, please call Homicide Bureau.”

 The suspect is believed to be anywhere and passed through the cities of Whittier, Chino, and Ontario, CA. He should be considered armed and dangerous. It is also believed that the suspect may be homeless. Sheriff Luna stated, “We are working very diligently to keep you safe. That is the primary purpose; we believe there is a public safety risk.
