Inmate Services

Inmate Services Bureau contributed to the overall safety of the Los Angeles County jails by providing comprehensive services in programming. Improving jail security and advancing rehabilitation by efficient resource management and collaborative partnerships to provide inmates outstanding vocational, academic, and life skills education and support programs.

Inmate Services Bureau (ISB) oversees, Fire Camp Training Unit, Education Based Incarceration (EBI), Religious and Volunteer Services (RVS), Jail Enterprise Unit (JEU) and the Business Management Unit (BMU).

Values:

SAFETY—decrease inmate violence and need for using force in the jails

Education Based Incarceration

The Education Based Incarceration Unit (EBI) offers evidence-based, engaging programs giving inmates the academic, vocational, and life skills they need to build self-esteem, grow as persons, and attain the job training that will ready them to reenter society successfully.

The EBI Unit is responsible for all inmate education whether it be academic, career technical education, Life Skills, or therapeutic activities. Programs are open to all qualifying inmates. Currently, there are over 67 different curricula (class topics) being delivered.

Education Based Incarceration Unit provides inmates with access to a high school diploma, college courses (in collaboration with College of the Canyons), CTE courses (such as farming), Gender Responsive Rehabilitation (GRR) programs, and so much more.

One of the most successful incentive programs is The Tattoo Removal Service.  Tattoo Removal program works in collaboration with the Department of Health Service and gives inmates a visible change for the better.  This incentive program stands as a powerful means of helping inmates secure employment, gain community acceptance, and increased their likelihood to maintain healthy lives.

Fire Camp Program

The Fire Camp Training Unit trains offenders through academic and vocational programs to function as wild land fire suppression crews, to maintain emergency response facilities, and to support conservation projects. These valuable works support local, state, and federal public lands including timberland, watershed, parks, and recreation areas.

In the Fire Camp Training Unit, inmates learn skills needed to support California’s wilderness firefighters, and runs in collaboration with the Los Angeles County Fire Department and California Department of Corrections and Rehabilitation.  The wild land fire training class graduated 122 inmates in 2017.  A majority of the graduates transitioned to a Los Angeles County Fire Camp to serve their communities.  Many of the Fire Camp Training Unit graduates fought the devastating 2017 California wildfires.  The wildfires that raced across California in 2017 caused historic levels of death and destruction.  This program prioritizes AB-109 inmates.

Jail Enterprise Unit

The Jail Enterprise Unit (JEU) benefits inmates doubly: through hands-on training in manufacturing, repair, and service trades, and through marketing their products to support other educational, recreational, and life-skills programs.

Business Enterprise Unit

The Business Management Unit (BMU) oversees every fiscal concern of the ISB and Inmate Welfare Fund so it can support educational, recreational, and life-skills programs advancing inmate welfare.

Religious and Volunteer services

Through the Religious and Volunteer Services Unit (RVS), qualified and devoted individuals provide programs and services to inmates and their families which enhance their lives during incarceration and support them upon reentry into the community.

The RVS Unit administers:

  • Jail Chaplaincy Program
  • Coordinates 12-Step assistance for inmates
  • death and hospital notices
  • marriages
  • coordinates special religious events.
  • RVS works closely with the Food Services Unit to provide for any special religious dietary needs.
