LASD Readiness: Historical Hurricanes Impacting the County of Los Angeles

Today, the Los Angeles County Sheriff’s Department (LASD) discussed its preparations for the impending Hurricane Hillary. The department expresses gratitude for the presence of its partners and emphasizes their readiness for the storm.

Sheriff Robert Luna urges the public, ” Please listen to your news as closely as possible for the next several days. Please have an emergency plan and check on your family and friends who are in impacted areas.”

Hurricane Hillary is expected to bring severe weather conditions, including heavy rain, flash flooding, strong winds, storm surge, rough seas, and potential tornadoes. It is predicted to weaken to a tropical storm by the time it reaches the California coast on Sunday evening into Monday.

LASD has been actively coordinating with the Los Angeles County Office of Emergency Management and other county departments to ensure the community’s safety. They have mobilized search and rescue teams, swift water rescue personnel, and rescue aircraft on standby, with additional teams scheduled for deployment. The department’s operations center will manage and coordinate all resources during the storm.

LASD is committed to informing the public through the Sheriff’s Information Bureau, providing updates and preparedness messages. They encourage residents to follow LASDHQ on social media and sign up for emergency alerts for Los Angeles County. Additionally, LASD is collaborating with homeless outreach partners to assist the homeless population in riverbeds, particularly considering the impending storm.

Efforts are underway to assess and communicate potential dangers in riverbeds, and LASD will work closely with local law enforcement to address any issues. The department is also in contact with police chiefs throughout Los Angeles County to ensure effective communication and coordination.

The LASD’s reserve forces, mounted enforcement detail, community-oriented policing teams, and mental evaluation teams will assist with security checks along riverbeds and waterways. On Catalina Island, the Avalon station collaborates with various agencies to ensure community safety, including evacuation routes, rescue plans, and medical support.

“This is really all hands-on deck effort,” said Fourth District, Board of Supervisors, Janice Hahn. Hahn continued to express her concern for the well-being of the unhoused, ” Our Homeless Initiative Teams, in collaboration with our Sheriff’s Department and Public Works, are reaching out to them.”

The LASD and other county departments are working together to inform and prepare the community for the impending storm, hoping to minimize damage and prevent loss of life. They emphasize the importance of staying informed through official channels, having an emergency plan, and checking on loved ones in high-impact areas.

Kevin McGowan from the Office of Emergency Management emphasizes the importance of being prepared, “It distills down to get ready, sign up for alerts, and make a plan.”

The Los Angeles County Sheriff’s Department stands ready to serve the County of Los Angeles and neighboring counties as needed and urges residents to stay vigilant and prepared in the coming days.

Sheriff Luna Announces Arrest of Violent Robbery Suspects

On Friday, August 18, 2023, Los Angeles County Sheriff Robert Luna; Los Angeles County District Attorney George Gascón; Michael Hoffman, Assistant Special Agent in Charge, Bureau of Alcohol, Tobacco, and Firearm’s Los Angeles Division; and Esther Lim, Justice Deputy for Los Angeles County Board of Supervisor Hilda Solis, came together following an extensive and intricate investigation that spanned multiple jurisdictions to disclose the arrest of two suspects believed to be connected to the purse-snatching viral video in Hacienda Heights.

The robbery, which took place on August 14, 2023, involved a male suspect who had forcibly dragged an elderly woman across a sidewalk by her purse before seizing it and fleeing the scene. Multiple jurisdictions had been involved in this exhaustive and complex investigation that culminated in the arrest of the suspects. Law enforcement officials, including detectives from the Sheriff’s Major Crimes Bureau, were present to provide additional information about the investigation and the successful apprehension of the suspects.

The LASD’s Major Crimes Bureau—Burglary Robbery Task Force has maintained a strong partnership with the Orange County Violent Crimes ATF Task Force for over 11 years, emphasizing a shared commitment to public safety and crime prevention.

On Monday, August 14, 2023, the Orange County ATF task force collaborated with the LASD Major Crimes Bureau Burglary—Robbery Task Force to address a series of violent robberies targeting primarily Asian victims in the Rowland Heights and Hacienda Heights areas. Over three months, this criminal crew is believed to have committed three purse snatch robberies against female victims and robbed a male victim of his wallet. The crew’s manner of working was forcefully seizing victims’ purses. During one of these incidents, a suspect resorted to firing a pistol into the air while struggling with the male victim.

In an unexpected turn of events during the joint task force meeting, investigators were alerted to another recent violent robbery that had taken place in the Hacienda Heights vicinity. The violent video footage depicted an elderly Asian woman being subjected to a forceful theft, wherein a male suspect dragged her along the pavement in an attempt to take her purse. The suspect wrestled the purse from her grasp, escaping into a waiting vehicle that sped away. The victim sustained several injuries, including scrapes, bruises, and a possible concussion.

Major Crimes detectives worked tirelessly, successfully identifying the two suspects as 19-year-old Russell Hardy Jr. and 19-year-old Cameron DeShawne Perry, both residents of Los Angeles.

Russell Hardy Jr., who served as the getaway driver, was apprehended late Wednesday evening in Los Angeles. Shortly after that, Cameron DeShawne Perry, the suspect responsible for dragging the elderly victim, was arrested Thursday afternoon in Los Angeles. The collaborative efforts of the Major Crimes Bureaus’ Burglary-Robbery Taskforce and the United States Marshal’s Pacific Southwest Regional Fugitive Taskforce ensured these suspects’ swift and safe apprehension.

The diligent teamwork, effective collaboration, and unwavering professionalism displayed by all parties involved contributed to the prompt identification and apprehension of the suspects. The exceptional investigative work conducted by the detectives working on this case augments the possibility of a successful prosecution against two violent individuals who have instilled fear in innocent Los Angeles County residents.

Sheriff Luna expressed his feelings regarding the brutal attack, “This is an assault on our entire community.”

The charges against the suspects include a range of counts, encompassing 1st Degree Robbery, 2nd Degree Robbery, Attempted 2nd Degree Robbery, and Elder Abuse. The Burglary Robbery Task Force remains committed to assisting in any further investigations that could link these suspects to additional robberies within Los Angeles County.

Los Angeles County District Attorney George Gascon addressed the residents from the Los Angeles County, “No one in our community should have to leave their home in fear that they will be robbed and assaulted while running errands,”

This incident underscores the significance of cross-jurisdictional partnerships in enhancing community safety. The collaborative endeavors facilitated by the Orange County ATF Violent Crimes Task Force have yielded substantial results in addressing various state and federal investigations over the years. These endeavors have encompassed confronting challenges such as a violent 7-11 serial murder-robbery crew, a Southern California gun store burglary ring, a series of violent high-end jewelry and watch store robberies, and numerous other high-profile, high-risk investigations.

The enduring partnership between the LASD and the Orange County ATF Violent Crimes Task Force has proven to be a resounding success for Los Angeles County and the surrounding cities. The dedicated investigators of the Orange County ATF Violent Crimes Task Force exemplify tenacity and professionalism, and the Department highly values their contributions.

Janice Hahn of the Fourth District on The Los Angeles County Board of Supervisors has emphasized that prioritizing public safety remains her foremost concern. She further emphasizes, “It is our responsibility and obligation to keep the residents of LA County safe.”

Family Seeks Public’s Help To Solve The Murder of Ricardo Trujillo; Detectives Announce $15K Reward

On Monday, February 7, 2022, Homicide Bureau detectives from the Los Angeles County Sheriff’s Department held a press conference to announce a $10,000 reward in exchange for information leading to the arrest and conviction of those responsible for the murder of Ricardo Trujillo Ramirez. Los Angeles County Supervisor Holly Mitchell sponsored a $10K reward and, during the press conference, Colonel Jack E. Thomas III, United States Cadet Corps, added $5K to the reward.

On Friday, September 24, 2021, at approximately 11:50 p.m., 16 year-old Ricardo Trujillo Ramirez was leaving a party with his friends near the 1900 block of Pine Street in the city of Compton, when they were confronted by a group of individuals and a large fight took place. One of the suspects pulled out a gun and shot Ricardo in the upper torso. Although paramedics arrived at the location rather quickly, Ricardo sadly succumbed to his injuries.

Ricardo was a junior at Narbonne High School in Harbor City. The Lomita resident enjoyed playing soccer, swimming and fishing. Ricardo’s dream was to be a drone pilot for the Air Force and he was on the right path, as he was a member of the ROTC and the Junior Navy Program for almost eight years.

“It’s not easy to get up every morning knowing that he is no longer here because one person decided to take his life. I demand justice because my life is pointless without him. I’m asking people for help. Even the littlest of information may be of great help to them. He wanted to join the army for four years and after those four years, he wanted to be part of the DEA, I want to be a police officer, I want to be someone big because I have the instinct of helping people and I want you to be proud of me.’ Although he didn’t accomplished any of that, I’m always proud and will always be proud of him. On October the 8th, he was going to receive an award for his eight years as a Cadet in the ARMY,” said Norma Ramirez, Ricardo’s mom, in Spanish.

Colonel Jack E. Thomas III, United States Cadet Corps, had some touching words about Ricardo: “I did know Ricardo for seven years and he was an excellent student. Not only did the coward that shot him took his life, but he weakened the nation. Ricardo was going to be a ranger. Yes, he was training to be a ranger and a lot of people don’t make it but the persons who were training him, my staff members, who are also special forces, said he had the aptitude to become one of them. So my program is going to add $5,000 to the 10 ($10,000 reward).”

This generous contribution by Mr. Thomas increased the reward from $10,000 to $15,000 in exchange for any information that will lead to those responsible for the murder of Ricardo.

Centralized LA Sheriff’s Homicide Bureau Connects 3 East LA Unsolved Murders, 2 Persons of Interest Sought

On Wednesday, August 18, 2021, Homicide Bureau detectives announced an $80,000 reward in exchange for information leading to the arrest and conviction of the suspects responsible for the murders of 34 year-old Jesse Avalos, 38 year-old Eduardo Robles and 27 year-old Amanda “Nikki” Lopez, who were killed in East Los Angeles in 2014, 2015 and 2018, respectively. The reward was sponsored by Supervisor Hilda Solis, Los Angeles County Board of Supervisors, First District.

On Monday, February 10, 2014, at approximately 10:50 p.m., Victim Jesse Avalos received a phone call from an acquaintance requesting a jumpstart to his vehicle near the intersection of Telegraph Road and Arizona Avenue in East Los Angeles. Victim Avalos provided the jumpstart approximately 15 minutes later. A few hours later, East Los Angeles Sheriff’s Station received a phone call at 3:25 a.m. of an injured person at the 4800 block of Telegraph Road in East Los Angeles. There, deputies found Victim Avalos on the driver’s seat of his blue SUV.  He had sustained numerous gunshot wounds. The hood of his SUV was found open and two suspects were seen around the vehicle.  

On Monday, July 6, 2015, victim Eduardo Robles was involved in a physical altercation on the driveway of a residence on the 4300 block of Eagle Street in East Los Angeles. Victim Robles was visiting, and approximately 15 people were present when the incident occurred. After the fight, the suspect jumped over a wrought iron fence to the street, walked to Victim Robles’ vehicle and punctured the four tires with a sharp object and fled the location. The same suspect returned to the location five minutes later and shot Victim Robles several times in the upper torso. The suspect was picked up by a Hispanic male in his mid to late forties, five feet eight to five feet nine inches tall, heavy set build, in a light green colored vehicle.

On Sunday, April 22, 2018, at approximately 2:40 a.m., the suspect exited the passenger side of a silver PT Cruiser and began searching for Amanda “Nikki” Lopez in a homeless encampment that was situated in a courtyard in front of the East Los Angeles Courthouse. The suspect located Victim Lopez in a tent in front of the field office of First District Supervisor Hilda Solis. The suspect placed a firearm into the tent and fired at Victim Lopez while she slept, striking her in the upper torso, killing her.  

Sheriff’s detectives made a plea to the public, hoping $80,000 will motivate someone to bring that missing piece of the puzzle and bring closure to these families. “We know there were witnesses at every murder,” said Homicide Bureau Captain Joe Mendoza. It was witnesses coupled with surveillance at scenes that allowed a good description of both suspects.

But what led sheriff’s investigators to explore a possible connection in these three murders? Captain Mendoza explained, “One of the things that’s unique about LA County Sheriff’s Homicide Bureau is that we are centralized and we commonly speak to other investigators about our cases.  So when investigators were comparing notes on cases, they believed they had similar description of the suspects and that’s when they really started to connect the dots. The link was the descriptions of the suspects who were similarly described.”

When the ballistic evidence from the 2014 murder of Victim Avalos was compared to the ballistic evidence from the 2015 murder of Victim Robles, the comparison determined the same handgun was used in both murders.

All three murders occurred within 2.2 miles of each other and within the same general area of East Los Angeles.  Although a motive for the murders was unclear, investigators believe the victims were known to the suspects and were specifically targeted based on their relationships with the suspects.

In the three cases, witnesses describe the main suspect as a Hispanic male with short hair in his late twenties, five feet eight inches tall with a medium build. He has a tattoo on his neck with unknown writing.

The second suspect drives the getaway vehicle and is described as a Hispanic male in his mid to late forties, five feet eight to five feet nine inches tall, heavy set build and possibly with a mustache.

“I speak for my family as well as the other two families. We don’t have closure, we don’t have justice and I’m sure all of these families are still suffering. Please help us, please come forward with any information you may have,” said Victim Avalos’ eldest sister, Maria Orozco.

 “Our brother is truly missed by our family, by his children,” added Victim Avalos weeping sister, Bertha Avalos.

Justice Deputy Esther Lim, representing LA County Board of Supervisor’s Hilda L. Solis said, “Through this $80,000 reward, the county is counting on our residents to help us bring accountability to the perpetrators of these heinous crimes.”

“We’ve had nobody come forward that can really tell us who these suspects are,” said Captain Mendoza. “So we are trying to get them to come forward because we know those witnesses are out there.  And the $80,000 reward may quite possibly help do just that.”

LASD Announces Arrest in Attempted Murder of Two Young Adults

On Thursday, July 1, 2021, Sheriff Alex Villanueva along with Captain Robert Jones from the Operation Safe Streets (OSS) Bureau, announced the arrest of two individuals responsible for the brutal attempted murder of two young male adults.

On Friday, June 18, 2021, at approximately 9:50 p.m. two young males were walking on Raven Lane and Avenue J-4 in the city of Lancaster. As they passed two males, one riding a bicycle and the other one on a skateboard, the suspects began firing towards the victims. The gunmen continued shooting even as one of the victims laid on the pavement in agony and distress as he screamed in pain. The perpetrators continued their way still on the bike and skateboard. The victims suffered multiple gunshot wounds to their backs, torso and legs. Both victims were transported to a local hospital where one remains in critical condition while the other one was released and is recovering at home.

Investigators from the OSS Bureau responded and found approximately 30 expended shell casings at the scene.  They immediately began an exhaustive investigation, executed search warrants at two locations and on Tuesday, June 29, 2021, at approximately 9:00 p.m., OSS investigators arrested the suspects connected to the shooting, along with three additional individuals. Several “ghost gun” firearms were also seized from the locations. Ghost guns are virtually untraceable weapons that can be made at home using parts that are legally purchased usually in the internet.

The adult suspect is a self-admitted gang member and has an extensive criminal history. He is currently on parole under Post Release Community Supervision (PRCS). Based on current laws, the juvenile was unable to be interviewed by investigators.

“Now it seems like the movement from the District Attorney’s office is ‘Let cuff the cops and release the crooks’ and that whole mentality is making its way onto the streets now where it’s more dangerous for our community members. So we need to definitely rethink what our role is and what reform really means in the criminal justice system and who’s benefitting from this reform…” said Sheriff Villanueva.

LASD Narcotics Bureau and Additional Teams Served a 10 Location Search Warrant Operation, East Los Angeles

8 people were arrested for weapon charges, 14 people for possession of cannabis for sale, and approximately 220 lbs of cannabis flower, 215 lbs of cannabis edibles, and 227 lbs of cannabis concentrate were seized yesterday in a multiple location search warrant conducted by the Los Angeles County Sheriff’s Department.

In addition to the multiple arrests and seizures, 4 guns, 1 rifle, 456 grams of methamphetamine, and 56 grams of fentanyl were seized and approximately $28,000 in U.S. currency were recovered.

On Thursday June 3, 2021 at approximately 11:00 a.m. Los Angeles County Sheriff’s Department Narcotics Bureau with the assistance of Community Partnerships Bureau (COPS), East Los Angeles Station Special Problems Team (SPT), Crime Enforcement Team (CET), Summer Team, Commerce/Maywood Special Assignment Teams, Pico Special Problems Team (PSP) and summer team executed a 10 location search warrant in the East Los Angeles area.

All of the locations were marijuana/cannabis dispensaries operating illegally in the unincorporated area of Los Angeles County.

This operation is one of the many to come in which the focus is to take illicit and illegal drugs off the street.

Sheriff Villanueva and Sheriff’s officials will further discuss the circumstances surrounding the Robert Fuller death investigation.

Sheriff Alex Villanueva called a press conference today, Thursday, July 9, 2020, to announce the latest findings in the circumstances surrounding the death of Robert Fuller, who was found hanging from a tree in Palmdale.  Mr. Fuller’s body was discovered in the early morning hours of Wednesday, June 10, 2020, in the 38300 block of 9th Street East, Palmdale.  He was 24 years old.

From the beginning of the investigation, Sheriff Villanueva assured the decedent’s family and the public a thorough and objective investigation would be conducted, with the cooperation of representatives from the Federal Bureau of Investigation and the California Department of Justice Attorney General’s office. 

Commander Chris Marks, who oversees Detective Division and Homicide Bureau, provided a timeline of events in the investigation, the steps detectives took, the information they gathered, and the factual culmination of their results.  Based upon many components of the investigation including:  Evidence collected at the scene, the calculation of physical logistics at the scene, evidence collected at supplemental locations, scientific results, autopsy results, mental health and medical records, clinically-documented statements of suicidal intent made by the patient, information from the family, and the lack of evidence of involvement by a third party, The Department of Medical Examiner-Coroner determined that Robert Fuller’s death was a suicide by hanging, and published that report.

The Sheriff offered his condolences to the Fuller family for the loss of their son, and called upon the Board of Supervisors for proper funding of mental health treatment centers, which often run overcrowded, underfunded and without enough resources.

Because of the current civic climate and in the wake of civil unrest across the nation, the manner of Robert Fuller’s death raised many questions.  Many demanded answers right away, however, this type of investigation takes time and methodical, documented processing.  “Because the people are demanding answers immediately,” said Sheriff Villanueva, “doesn’t mean we get to skip processes.”  Skipping steps and rushing to judgement to satisfy outside pressure can easily compromise the truth.  “The only pressure we should satisfy is the truth,” said the Sheriff.

  • WE HAVE PERSONNEL FROM WALNUT/DIAMOND BAR, SANTA CLARITA VALLEY AND MALIBU/LOST HILLS STATIONS, AND THE TRANSIT SERVICES BUREAU, WHO WERE EITHER EXPOSED OR POTENTIALLY EXPOSED TO THE VIRUS WHILE ON-DUTY.  ALTHOUGH THEY WERE ASYMPTOMATIC, IT WAS OUT OF AN ABUNDANCE OF CAUTION THEY WERE SENT HOME TO SELF-QUARANTINE AND SELF-MONITOR, AS OUTLINED BY THE CENTERS FOR DISEASE CONTROL AND PREVENTION.

  • AS THE COVID-19 VIRUS PROGRESSES, THERE WILL CERTAINLY BE MORE AND MORE EXPOSURE, ON AND OFF DUTY.  MANY PERSONNEL ON OUR DEPARTMENT ARE MARRIED TO OTHER FIRST RESPONDERS, WHO ARE ALSO AT RISK OF EXPOSURE.  WHEN THEY COME HOME, THEY TAKE THEIR WORK WITH THEM, SO TO SPEAK.

WHAT IS BEING DONE TO CUT THE JAIL POPULATION TO COMBAT THE SPREAD OF CORONAVIRUS?

  • THE HEALTH OF OUR CUSTODY ENVIRONMENT IS CERTAINLY VULNERABLE TO WHAT COMES INTO IT, AND IS DEFINITELY ONE WE HAVE TO VIGILANTLY PROTECT.
  • LA SHERIFF ALEX VILLANUEVA RAISED THE AGGREGATE BAIL AMOUNT FOR BOOKING INMATES FROM $25,000 TO $50,000, WHICH ALLOWS MORE PEOPLE TO RECEIVE CITATIONS, RATHER THAN GET BOOKED INTO CUSTODY.  THIS REDUCES THE NUMBER OF PEOPLE ENTERING OUR JAIL FACILITIES, THEREFORE REDUCING THE CHANCES OF VIRUS BEING INTRODUCED INTO THAT ENVIRONMENT.
  • OUT OF THE 16,459 INMATES IN YESTERDAY’S MORNING COUNT, THERE WERE ZERO CONFIRMED CASES OF CORONAVIRUS.  NINE INMATES ARE IN ISOLATION HOUSING, 21 INMATES ARE IN QUARANTINE AT MEN’S CENTRAL JAIL, AND FIVE INMATES ARE IN QUARANTINE AT TWIN TOWERS CORRECTIONAL FACILITY.
  • WE INCREASED THE STRINGENCY OF OUR SCREENING PROCEDURES AND ARE DOING TEMPERATURE SCANNING OF EVERYONE WHO ENTERS OUR CUSTODY FACILITIES TO HELP MAKE SURE THAT SOMEONE WHO IS POTENTIALLY INFECTED DOES NOT EXPOSE THE REST OF THE POPULATION.
  • PUBLIC VISITING WAS SUSPENDED, TO REDUCE THE NUMBER OF PEOPLE AT OUR JAIL FACILITIES, AND THEREFORE REDUCE THE NUMBER OF OPPORTUNITIES OF THE VIRUS TO BE INTRODUCED.

WHAT ABOUT PANIC-BUYING?  HOW IS THE LOS ANGELES COUNTY SHERIFF’S DEPARTMENT WORKING TO KEEP THINGS UNDER CONTROL AT LOCAL GROCERY STORES?

  • ALL PATROL STATIONS AND FRONT LINE COMMAND WILL REMAIN OPEN AND OPERATIONAL. IT IS IMPERATIVE TO MAINTAIN OUR PRIMARY MISSION OF PUBLIC SAFETY, RESPONDING TO CALLS FOR SERVICE MAINTAINING ORDER, AND ASSISTING THE PUBLIC, AS NEEDED.  THIS INCLUDES REMAINING OPEN FOR BUSINESS 24 HOURS A DAY.
  • STAFF VACATIONS WERE CANCELLED THROUGH THE END OF APRIL, TO ENSURE MORE PERSONNEL ARE ON-HAND, AND THOSE WORKING NON-ESSENTIAL ASSIGNMENTS CAN BE TEMPORARILY MOVED TO CUSTODY OR PATROL ASSIGNMENTS TO OFFSET AND AUGMENT MANPOWER SHORTAGES. 
  • WE INCREASED OUR PRESENCE IN THE FIELD BY DEPLOYING THOSE NON-ESSENTIAL PERSONNEL FROM OUR DETECTIVE BUREAU TO VARIOUS PATROL STATIONS.  THIS IS A PRECAUTIONARY MEASURE BECAUSE OF THE LARGE NUMBERS OF PEOPLE IN GROCERY STORES, COMMERCIAL WAREHOUSES AND SHOPPING CENTERS; THE MERE PRESENCE OF LAW ENFORCEMENT PERSONNEL SHOULD BE A DETERRENT OF CRIME, AND WE WANT STAFF THERE, JUST IN CASE THERE IS SOME SORT OF CONFLICT.
  • THESE TYPES OF SUPPLEMENTAL DEPLOYMENTS ASSIST WITH INCIDENTS RELATED TO PANIC-BUYING, WHILE ENSURING A STEADY COLLABORATION BETWEEN THE PUBLIC AND LOCAL BUSINESSES.   IT ALSO ENSURES THE HIGHEST QUALITY OF SERVICE AND PUBLIC SAFETY.  THESE DEPLOYMENTS WILL CONTINUE UNTIL I DEEM THEM UNNECESSARY.
