WATCH COMMANDER

Law enforcement is a 24 hour operation, and in order to maintain continuity and coordination of the Department’s multitude of activities, a Watch Commander is assigned to each shift. The position is responsible for everything that occurs during a shift including the direct oversight of field personnel and their activities, review and approval of all bookings of arrestees into the station, and coordination of necessary resources during extraordinary circumstances. In addition, the Watch Commander receives and records personnel complaints, investigates force and resolves personnel conflicts. The Watch Commander is typically a Lieutenant with tenure in experience and grade within the Department. A Watch Commander is selected for his or her demonstrated ability to communicate and solve problems.

Norwalk Station Patrol is responsible for the protection of life and property, preservation of peace, prevention and suppression of crime, and apprehension of violators. Basic services provided within the Patrol function include general law enforcement, traffic, and jail management. Watch Commanders oversee the patrol functions.

Patrol duties include:

• Dispatch patrol cars and emergency equipment
• Coordinate the activities of field units
• Book prisoners into the station jail
• Prepare reports
• Collecting and depositing bail and fee monies
• Serve warrants
• Enforce federal, state, county and city statutes
  and ordinances
• Conduct the initial investigation of reported or
  observed crimes
• Record and preserve evidence found at crime scenes
• Patrol to prevent and suppress crime
• Maintain law and order at public gatherings
• Enforce traffic laws
• Preparing traffic incident reports
