
Dr. Karen S. Dalton is the Director of the Bureau of Offender Programs and Services within the Correctional Services Division. Units within the Bureau of Offender Programs and Services include the Community Transition Unit, designed to prepare and assist individuals for their transition from custody to the community, and the Inmate Services Unit, responsible for the Inmate Welfare Fund, designed for the welfare and benefits of inmates through education and rehabilitation. Inmate Services Unit is accountable for the inmate telephone system; commissary and vending services; and correctional education, services, and contracts. The Religious & Volunteer Services, encompassing more than 1,400 volunteer and contract individuals throughout the jail system, and all HIV-related projects are under the bureau as well. The most recent addition to the bureau is the Jail Enterprises Unit, designed for production and education related to a variety of industries. Local governmental entities and nonprofit organizations can have their printing, signage, pet grooming, and bicycle repair (to name a few) completed by inmate trainees who are developing marketable employability skills. Over the years, Karen has created, implemented, and commanded correctional education and services for inmates. She has conducted research in the areas of perinatal substance abuse, correctional programs and services, and recidivism of county jail inmates.
